Learn the Step-by-Step Process for ANATEL Certification

The ANATEL certification process involves several parties, including UL Solutions, laboratories, the customer — and ANATEL itself. Do you know who is responsible for each step?

In this second article on ANATEL certification, we explain the scope of responsibility for each step of the certification process. (Our previous article explained the ANATEL certification process for Brazil market entrants.)

UL Solutions

After we sign the proposal, our technical team steps in to define the initial process of your certification. This may include:

  • Project planning, including test plan
  • Support for sample setup and submission
  • Contracting, scheduling and management of laboratory tests
  • Definition of applicable documentation
  • Analysis of product technical documentation, including manuals, photos, declarations and authorizations
  • Analysis of documentation from the manufacturer and/or additional manufacturing units
  • Analysis of legal documentation from the Brazilian applicant
  • Audit of the Manufacturer's Production QMS
  • Analysis of test reports
  • Analysis of the audit report or ISO 9001:2015 certificate
  • Preparation of the Technical Conformity Assessment Report
  • Issuance of the UL Technical Conformity Certificate
  • Submission of the Application for Homologation to ANATEL
  • Publication on the UL Product iQ® website
  • Management for return or disposal of samples

At this stage, our team will be in constant contact with the customer, explaining and updating the steps of the process.

The laboratory

UL Solutions works with partner laboratories to support testing of all products to meet the ANATEL requirements. The role of the laboratory is to:

  • Receive and identify samples
  • Define the quantity and configuration of samples
  • Organize samples
  • Perform tests
  • Issue test reports

The customer

As the customer, your company shares some responsibility to assess if the entire process follows the stipulated guidelines. The customer is responsible for:

  • Sending the configured samples to the laboratory, including freight and other related expenses
  • Sending the product's technical documentation, including manuals, photos, statements and authorizations
  • Sending the documentation of the manufacturer and/or additional manufacturing units
  • Sending the legal documentation of the Brazilian applicant
  • Submission of the ISO 9001:2015 certificate accompanied by the sworn translation or audit of the QMS of the Manufacturer's Production and/or manufacturing units
  • Approval of the UL Technical Conformity Certificate
  • Authorization for the Homologation Request at ANATEL, until publication in SCH-Mosaico
  • Action to return or discard the samples

Once all these steps are completed, UL Solutions submits the certificate request to ANATEL. It is then up to ANATEL to:

  • Analyze the Application for Approval
  • Issue the Approval CertificatePublish in SCH-Mosaico
