The Brazilian Association of Technical Standards (ABN T) NBR 14725 standard, titled “Chemicals - Information about safety, health and environment - General aspects of Globally Harmonized System (GHS), classification, SDS and labelling of chemicals,” establishes criteria for classifying physical, human health and environmental hazards; defines labeling requirements, including hazard and precautionary statements; outlines the structure and content of Safety Data Sheets (SDSs); and addresses information comprehensibility, confidentiality and training under the GHS framework.
Since July 4, 2025, companies in Brazil must comply with the updates introduced in ABNT NBR 14725:2023, which aligns the national standard with the seventh revised edition of the United Nation (UN)’s GHS, commonly known as the Purple Book.
One key change is the update to the name of the SDS document. Previously known by the acronym FISPQ, in Portuguese, it is now called “Ficha com Dados de Segurança (FDS),” aligning Brazil’s terminology with naming conventions already adopted worldwide.
Other important aspects of the standard
Labeling
New labeling rules for chemical pr oducts were introduced, particularly for small packages (greater than or equal to 250 milliliters). These rules now allow alternative labeling formats, such as fold-out labels, blister packs or intermediate packaging.
Previously, a statement indicating where to find the SDS was mandatory. This requirement is now optional and may be included on the label if necessary.
The standard also permits the use of QR codes on chemical product labels to provide easy access to the product’s SDS.
For hazardous ingredients in mixtures, it is now optional to disclose only the chemical identity of the most severe ingredient for each of the following hazard classes:
- Acute Toxicity
- Skin Corrosion
- Serious Eye Damage
- Specific Target Organ Toxicity - Single Exposure - Category 3
- Aspiration Hazard
Additionally, it is optional to list all alloy elements that contribute to the mixture's hazard classification on the label.
SDS content
Under the first section of the SDS, a local emergency contact number must be listed and available 24 hours a day.
Hazard and precautionary statements:
- Some phrases have been modified. For example, P103 now reads, “Read carefully and follow all instructions.”
- New precautionary statements were added, such as P503: “Refer to manufacturer/supplier… for information on disposal/recovery/recycling.”
- Certain combined statements have been deactivated, including P370 + P380 and P411 + P235.
Under section nine, particle characteristics, such as size and shape, must now be included for solid substances.
The GHS comprehensibility testing methodology is now part of the standard, located in Annex J. This inclusion supports clear hazard communication, helping individuals who handle the product easily understand the safety information.
