Understanding the Process for Your ANATEL Certification

Certification by the National Telecommunications Agency for Brazil (ANATEL) is mandatory for various telecommunications products or those that contain embedded wireless communication technology.

ANATEL has already validated and approved some 75,000 certificates of conformity and 129,000 product models. UL Solutions, in turn, has been acting as a Designated Certification Body (DCO) for ANATEL for more than 20 years. Over that time, we have developed a broad scope of certification, with specialists in the most diverse technologies.

But do you know how the certification process works? Here’s a primer on the steps that need to be completed for certification to occur.

The ANATEL certification process

The ANATEL process consists of initial activity and maintenance.

The initial activity is carried out in two stages:

  1. Completing the issuance of the UL Technical Compliance Certificate.
  2. Issuing the ANATEL Approval Certificate, with the right to use the ANATEL seal and commercialization of the product in the Brazilian territory.

Maintenance occurs every two or three years – depending on the desired certification model – and is counted from the date of issuance of the UL Compliance Certificate. The process is usually shortened, depending only on the requirements applicable to the product.

In addition to these activities, it is important that you always report any changes to the product, manufacturing process or quality management system (QMS). This way, we will reevaluate your certificate and, when necessary, we will assess whether your certification remains in compliance.

Decision rules

The Certificate of Conformity is only issued if all conditions established by ANATEL are met.

During the initial assessment of the application, ANATEL may request additional documentation to clarify or prove the information declared. Such documentation must be submitted within the stipulated period for ANATEL to issue the Certificate of Approval.

ANATEL may also, at any time, place the certificate in a “return for review” situation, where it will request an update or correction of the information contained in a Certificate of Approval that has been already issued.

Deadlines

UL Solutions takes an average of seven days from the receival of all documents, including test reports, to issue the Certificate of Conformity and subsequently submit the application to ANATEL (provided that the process is free of any pending issues).

ANATEL, in turn, has a regulatory deadline of 30 days to evaluate an initial application, and may change this deadline according to demand and other factors beyond UL Solutions' control.

ANATEL does not usually provide deadlines for projects involving return for study, and monitoring is done on a case-by-case basis.
